Multiplayer Mod Help!

I'm wanting to play a hot seat multiplayer, but I can't enter World Builder.

I want to place the starting locations manually, and enhance the map as I see fit.

Make your map in SP, where you can enter the WB. Save it as scenario.
You should be able to play the map in MP then.
