Multiplayer timer stops working

My first post here, hello peeps. I've picked civ2 back up again recently and have been playing some multiplayer games with friends. We're very much enjoying it, however we've come across a problem with the timer.

For some reason, it stops counting down and won't automatically end the players turn when the duration has expired. The problem starts at a random point in the game (cause unknown) and can't be fixed by loading from a saved game or changing the timer settings.

It's a bit of a pain as we play on a 1 minute timer and it really forces us to get things done quick, a neccesity with 5 players. Once the timer stops working people tend to get a bit lax and slow down, meaning you can be waiting as much as 7or8 minutes per turn..

Any ideas?

Online game. One guy connected through the LAN and 3 remote people.

While I'm at it, I've just had my democracy turn into an Anarchy because some troops that left the city made it unhappy.

Problem is, it's now been Anarchy for 6 turns and I can't set a government.. Is it supposed to take this long or am I missing something?

You can choose a government during an OEDO year, which occur every 4 turns. However, if your government falls due to disorder, it skips the next OEDO year.
