Multiple City Locations - Anjennida - turn 125

We need to make this official, as these are the locked-in City Locations for Anjennida if we are accepting the Sirius proposal.

We have already told them that we were inclined to accept thier proposal, but if we are going to re-consider and re-open negotiations, we have some wiggle room to do so, based on their statements in the last communique to us. If we vote to accept this, then we can just go ahead and Start placing the cities.

I am ok with it. But we need a plan on when cities wil be settled so that we can be sure that we won't get dominated with culture.
