Multiple Civs with $$$ let Diplo Victory happen

This is completely silly and shows that the has AI no idea how to deal with the Diplo Victory condition. I just finished a game where Alexander had just enough votes (all the CS's votes) to win by UN on the vote coming in a turn. I saw that multiple Civs had 3000+ gold, and so since only I was at war with Greece, I figured at least one of them would see that they were about to lose and buy a CS away from him.

Well, no one did. Assuming the AI is supposed to win, this is ridiculous, and there's no excuse for not fixing this.

It's an AI issue so I don't know if consider it a bug or not. Anyway, it's very annoying.
 
It isn't just with Diplo victory. The AI can't handle countering an oppontents impending victory.

Get close to a science victory and the AI continues business as usual. No DoW, no attempt to intercept your spaceship parts if you are at war, no tageting your capital to destroy the spaceship.

Get close to a cultural victory and there is no DoW and no attempt to take your capital to prevent completion of the Utopia Porject.

It tries to win itself but has no clue of how to prevent you from winning.
