My Apostle Can't Launch Inquisition

The option simply doesn't exist, nor does the one for Evangelize Belief. I don't mean the buttons are greyed out, I mean they don't exist.

Any ideas why this is the case?

Notes:

• I didn't found a religion.
• There are no Great Prophets remaining.
• I have a Holy Site with Church, Temple, and Cathedral.
• I've tried from my Holy Site, no luck.
• I've tried from another of my cities, no luck.

Easy: Need to found a religion to launch an inquisition.

If playing as Kongo then you get apostles for building your UB. If playing as someone else, then you are part of another civs crusade for the religious victory. You're dependent on them to do all the additional stuff to the religion. If I were you I'd hope for a martyr promotion and send him about to get killed. If not then he's basically useless to you unless you want the follower beliefs and worship beliefs to be in your cities.
