My cities won`t expand :(

Quite a few of my cities are stuck with a yellow coloured 12, zoom in i`m making lots of food but the time till expansion box above the granary says 999 till expansion

Please tell me what i`ve missed.

Cities can't grow above size 12 until they have a Hospital.

City size maxes out at size 12 until you build hospitals. Hospitals require medicine tech. Use the online in-game help for more info.

One note about hospitals. As soon as you build them and your city increases past 12, your chances of pollution increase greatly. I often do not build hospitals until I get mass transit.
