My editor is messed up!

It opens up in a scenerio editor and I cannot edit units or anything! I go to rules > edit and it won't let me click on anything!

HELP PLEASE

so, in order to create a new civ i have to make a scenerio for it and i can't use it anywhere else? that kinda blows!

NEVERMIND i used civ3mod and it worked.

When you open the editor, go to file, open and choose civ3mod.bic. That is the rules for your game.
As always, back this puppy up first b/c you can make mistakes. After you've made the changes that you want, simply save it and test out your changes.
