Sticky Re-Org

You may have noticed a few fewer sticky threads in the forum tonight. Fear not, these threads still exist. This is part of an effort to make it easier to find relevant information, without being overwhelmed with no-longer-relevant information.

The changes:

IMPORTANT: Loss of Files: https://forums.civfanatics.com/threads/important-loss-of-files.265866/ (Re-Upload Requests has supplanted this, although I did add a link to the Loss of Files thread from Re-Upload Requests)
Monthly Competitions Submissions Thread IV: https://forums.civfanatics.com/threads/monthly-competitions-submissions-thread-iv.477362/ (inactive, and it sounds like we're leaning towards focusing on reviving front-page news rather than competitions)

One sticky was renamed:

"Help Make The Modding Wiki" -> "The Modding Wiki"

These changes can be undone if need be, and additional suggestions are welcome as well.

Thanks! And also a thanks to leif erikson, who re-ordered a couple of the sub-forums, namely making Scenarios the 2nd-highest and moving the dormant Anniversary Competition down on the list.
