N00B Question regarding Embassies

I do not know why, but in my last few games, I can never seem to get embassies established. If I have, I never seem to notice when it happens. I've followed what appears to be simplistic instructions and either a)I'm not getting it or b) Something is wrong.

When I double click the civ's capitol it just brings me to the let's talk screen. The only time I've been actually able to establish one is when I first learn writing, but a lot of the time I dont have enough cash or haven't met enough civ's until later in the game. Anyone have any suggestions?

it's a little confusing. you have to click on the star beside your OWN capital. that will bring up a screen that asks whether you want to establish an embassy and with whom.

It was hard for me to figure out when I first started playing
