what an annoying feature. I just found this out yesterday. I took over Gibraltor, and below I noticed a nice ivory luxury on the northern tip of Africa, and I couldn't do crap about it (which are quite important, since under republic, always at war, I need to use the lux slider significantly).
I guess settling isn't part of the conquest, but I really could have used that ivory.
I think Firaxis just put the Ivory and other resources in Africa to torment players, as we know its there, but can't get to it. Maybe I should mod a north African civ in.

I've thought of doing that to make the MP version more balanced as the African civ could get Sardinia, Corsica and Sicily as well as they would have a choice of who to attack and Spain would no longer be forced to attack France (This was on an already modded version where Spain has Portugal since Sweden was a playable civ and owns Denmark.
i began to modify the Napoleonic Conquest, but at the end i got lost with the script-pieces, so i gave up.
if anyone wants to finish, i would gladly grant my stuff and ideas.
about settlers: i don't think it is a problem, only you have to mod the city locations. the real problem is that the AI will surely destroy some cities.
