Nation won't die

I was playing regular Civ 3 (which I assume is vanilla), and France is in the game. Not weird at all, except that I just took France's LAST city. And it didn't respawn either. It has no cities on the map, and attempts to use espionage on France yield nothing. It just flicks back to the regular map when you select France.
 
That is normal for a nation that has no towns, but has a settler someplace. You cannot spy on them as they have no capitol. They do not respawn as they are not dead. You have to find the settler to eliminate them. It is likely on a boat someplace.
 
Ah, a settler on a boat. What a wonderful thing!

One way to deal with this is to ally with an AI Civ against the French. They can hunt down the settler on a boat, otherwise a French city will appear at some point - probably on the opposite side of the world. The AI is actually very good at hunting down the 'settler on a boat' - and who care if it takes them 20 turns - it's not your 20 turns.
 
Have any of you experienced folks ever had this happen on the last civ of a game. I was once playing a conquest-only game and I had wiped everybody but the Vikings off the face of the Earth (it actually was an Earth map) and then that special event happened. They had a nice little fleet of a few Ironclads and a Galleon sitting off the coast of Antarctica. Then they saw a bright flash (an ICBM) and the game was over. :D
 
Settlers on boats are so annoying. Has anybody ever used one to stay alive and then still won the game?
 
It would make an interesting story, starting in perhaps 1000 BC and still getting a diplomatic victory.
