If commanders die near end the of an age, they don't respawn in the next

This doesn't appear to be the way it is intended to function. Commanders are supposed to respawn due to the time and effort they take to level up XP and gain promotions. They normally respawn, except twice now when I've had them die close to an age rollover, and they didn't respawn at the start of the next.

Someone mentioned in the original question thread I made about it:

When commanders die, do they disappear off the civ unlocks tab section that lists all your ageless things

I assume this is unintended and simply overlooked.
