I don't know if this has been discussed before, but I think that countries within borders should have the right to secede and become their own nation. Have a rule if the nation doesn't get conquered in say, 10 turns, it becomes like another civ in the game. This could be handled as a civ without a portrait but have everything else be the same. Also it might be fun to let the player chose which civ of the revolution he would rather control, I.E a window pops up from the cultural advisor says "Sir... The people in Beijing are rebelling, they have disposed of the army and set up a "Republic (Insert Government type opposite of yours.)". The people want you to be their leader."

And the options would either be join them or conquer the city back. Needless to say it would be easier to conquer it back, but it may depend on your situation and multiple cities might be involed, based on citizen war weariness and other factors.

Play around with ideas or whatnot.
 
I like it. Especialy the option to choose side. And probably the revolting side would be pacifists (it they're revolting because of WW), so you have to make peace if you want to join them.
 
Breaking away might have its benefits. A city may have different levels of revolutionism: None, insignificant, or higher levels of activity. Say, all cities are doing very poorly and running in debt while half of the "better" cities are doing great. You could then easily ditch those bad cities if the situation arises to form a superior economy. Many things might affect revolution, if a city is too far away from the capitol. That would make cities that are very far away easier to revolt, so you might be forced to give them more luxuries or entertainers to keep them from revolting. Then you WONT need the corruption model we have now.
