That was true in SMAC. It was really how much eco-damage you were causing, while Centauri preserves and positive Green on the SE chart helped create positive events. Only large cities or super-polluters were hit with penalties. Right now the only problem with rampant pollution is the wake-a-mole model they are removing. Hopefully the new model will be more intuitive.
