I just discovered that there is only one ship (Battleship) that has the ability to Bombard. This is a bit of a let down in my opinion. This ability should be available as early as the Early Modern Era. So basically the purpose of the navy prior to the Contemporary Era is to explore and protect embarked land units. Correct me if I'm wrong, but it seems that naval units can't even attack units on land. Such a waste.
 
Ranged naval ships (>1 range) can fire on land units and can thus attack/defend cities. However they are very vulnerable to land-based range. However Cogs are fish in a barrel when they get sucked into land battles. I agreed any ship with range should have bombardment.

Either way, there needs to be a way to return fire on bombarding ships from the land if you have siege cannons.

I read somewhere that naval units couldn't attack land units but haven't personally been in that situation yet. So at least they can actually do that. Good to know, thanks. Either way, city bombardment should be available earlier.
 
I don't think they can initiate combat, but they can act as reinforcement and fire on land units.

I've seen a cog swim inside district land tiles during a siege and fight in melee once but I think that was a bug.

Talk about heavier charge!
