A small early Navy is important due to exploring , and to drop of forces
during early wars to steal workers and ruin luxuries . The AIs hate that
. If you are lucky and have promoted galleys, the AIs will not
usually attack them if they are fortified . Later you can upgrade
galleys for troop transport in bigger wars, with proper escort of course .
I have noticed the AIs with alot of Frigates also , not really sure
why. Plus a nice size Navy looks guarding your coastlines and
threatening your opponents.

yeah, i never really bother with navy (cept for transport), all they can do is bombard and when you want a city you dont really want all its improvements destroyed i figure and the damn things cant even take over cities. cause, i never play continents or anything with lotsa water (i get sea sick if thats any indication)
