Need a mod to disable SPY mechanic

Many people are having CTD late game while capturing cities, preventing them from achieving domination victories. This seems to be linked to the spying mechanic. Not only when you have a spy in transition but also when any AI has one in transition between cities as well. How hard would it be to just remove the mechanic from the game completely, just for the time being, until they patch it? Its really turning off alot of people to the game. I should mention I am not affected I just hate to see a great game have such a terrible bug that affects so many.
