Need help getting to the Peace Table

Been playing the Dutch on @ Monarch on a 16 player Huge Island Map. Problem is I'm fighting the Russians, I have decemated there Military I have 6 armies, 50+ Calvary on there island with a endless supply of infantry. Now, this war has been going on for some time now, I'll make a peace treaty with them, they'll wait about 10 turns and start pouring men into my boarders, I'll request they leave, they'll declare war, I nail them with my calvary kill there invasion force, blitz across there lines take about 6-8 cities, traditionaly they sue for peace, I reinforce my line, build the cities up I took, and then they repeat- 10 moves later... yadayadayada. We've repeated this about 4-5 times now.
Now, We've been at war for about 15 turns(longest war since the first one) I've siezed and control about half there cities now(21, they have 25 remaining) they don't want to meet to dicuss terms, My armies are only about 2-3 turns away from Moscow. I'm in democracy and my goverment is now nearing collapse- and Moscow is about in the middle of what they have left... I'd switch to a dif. goverment, or go to anarchy I probably could kill them off in the turns before I had to decide but I am in a tight wonder race, that if I switch goverments, the turns I am down the other civs(China,Summeria) will finish before I do
Is there any tricks anyone knows to get this jerks to the table, Because if my goverment collapses, I will burn every stik'n russian town down to the ground!(I haven't burnt any of there cities down yet...) Thanks for any help

May want to think about giving them a ROP - or stop challenging them when they enter your territory to avoid the cycle. They may simply want to go somewhere else and your land is in the path. At this point however to me if after 4 or 5 turns they won't admit your envoy to discuss peace it sounds like you should just go ahead and end the issue by eliminating the problem at it's source. :)
 
Unless I really knew what they were up to I would not give an RoP. You could let them pass without a challenge.

I would not be in Demo on a huge island map. Well I would not be in demo in any map at any time, but especially on that map. Noq you know why, wars will come and they may be hard to stop.

A huge map with lots of lux can handle Rep. You can also do Commie, I do not like it as you cannot cash rush and if you get really large, it starts to be corrupt as the rest.

for now you can not do anything, maybe bring in some help, but they will be mad if you make peace.
 
Kill em all or at least kick em off your island. If your govt collapses, oh well, you needed to change it anyway. I wouldnt worry about the "tight wonder race" unless it involves losing via the UN. Switch to a more tolerant govt and decide on a victory condition. Edit: If you have all those troops your unit support must be god awful...
 
How big of a Treasury do you have? Can you up your luxury amount on the slider, accept a tax or science loss for a few turns to keep your cities from revolting until you can get the Russians under control?

Long Term, I definitely say eliminate the Russians. Stop the cycle before it starts again.
 
There is no way to force an enemy onto the peace table. However, you should read this article about war weariness. That should tell you what to do in the next few turns if you want to avoid government collapsing.

Once you make peace, take your spare cavs and make a wall of units in your territory. The AI can see all units, so they will know that they can't get through, and will stop trespassing your land.

The AI will honor 20-turn peace deals. When the Russians sent troops into your territory on turn 10 after peace, you can be sure that they're not coming after you, they're after another AI on the other side of you.
 
There is no way I'll give these war-monging Russian fools a ROP, since they have broken such things before. And there troops tend to make a bee-line for my ports I bring in the troops @, which are weakly defended due to the fact most of my troops are on the front lines, I have rails, so they can waste there time if they'd like. There is no enemy they are at war with on the island- other islands yes, but they need to build up a navy and send it over there and kicks some tail, some what like I did to them. No walking thru my land. I suppose I can crank down science and up my Luxerys for now- and make a B-line for Moscow. I should be able to destroy there forces completely in 10 turns... IF my goverment holds. (EXCEPT for the one island town they have half the map away) I'll give it a shot thanks.
 
I have a feeling that when reduced to one city, they might be more willing to talk and less able to invade. Maybe. ;)
