Need help with small xml mods

I've been trying to mod my game to make the nukes more like they were in civ2, however I'm in need of some help. I'm a total newbie to modding, and I've come across a few problems.

I've edited the nukes okay, but my problem is getting the other civs to build them. I want the other civs to realise how powerful i've made them, and stockpile them like mad when they're made availiable. I understood the <aiweightvalue> in the unitsinfo.xml has something to do with with their preference for building stuff...... however I've changed the number there to a few different values, and it didn't seem to make any difference to what they build.

Any help would be greatly appreciated.

Aiweight is the right value but you have to change it significantly to notice a significant change in action. 30-40 usually means that you will start seeing them popping up. You may need to go as high as 100 before you see a significant difference.
