Need help with towns not sending food to capital

Hello all! I have a problem that some of my towns does not send food to capital. I ve read that town must either directly connected to city without be a chain of other town or be on coast on same continent. Yet this is not what happening to my save.

I play as Augustus and play only 1 City with all the rest be towns.


on the screenshot above the red Arrow is where my City is located. Now notice that Neapolis do send food to my City above but Ostia does not.
The difference between Ostia and Neapolis is that I built Neapolis first and then Ostia!


as you can see on second screenshot Rome is not directly built on coast either. But it has tiles on navigable river which end up on sea.

The only thing I can think of is when I built Neapolis it was directly connected to Rome. Building the other towns in between after does not changed the fact that Neapolis can send food to Rome.

Its a bit confusing and needs very good planning if you decide to play with very few cities..
 
Hello! Try building/buying a merchant in your capital and then while your merchant is in the capital, click the Create a Road button. It should highlight green tiles around towns that aren't connected. If that doesn't work, try running that merchant to the disconnected town and try creating a road to your capital from the town. That usually works for me! The real kicker is getting a disconnected sea connection to share food. Seems impossible currently.

The connection between cities in the water should work building the naval buildings (I don't remeber their english name), but it's not clear how and when it exactly works
