Need info for buing Civ 3 expansions

I have plain Civilization 3 and I'm interested if I buy "Conquests" exp.pack, do I have to buy "Play the world" or not ?

Also can somebody tell me if they put option in Conquest to limit mass military units. I played Civ 3 against easiest computer and I lost because he massed milion units and attacked me. I like Civ serial because of diplomacy and technology part of game, I wonder if it's more expressed in Conquest expansion ?

No, you don't. Conquests includes PTW.

You have the option to adjust AI agression level. That could help in the diplomacy dept, otherwise no changes from "plain" (AFAIK).
