There is a NEW Negative Culture Bug!!!
Here are two different games. It occurs when you capture AI cities and puppet or annex them. Bug is weird. On some games on the first couple of cities taken their is no negative culture, then once it starts every city!
I hope someone can find a bug fix or create a mod that eliminates this negative culture. This ruins the game!
