Negotiations Bug or Feature?

When an AI approaches a player with a request for a trade the player does not want to do, instead of refusing the trade outright the player can opt for "care to negotiate" option and from that window proceed to "never mind..." choice, which allows backing out of the trade without incurring any "your refused to trade with us/help us" relationship penalties. I wondered whether this was actually a diplomacy feature (not speaking direct, but politely opt out, going sideways) or it's just an oversight?

There isn't a penalty for refusing a trade offer, so you aren't gaining anything by backing out via the care to negotiate window. There's only penalties for refusing the one sided offers; tribute and help, where the care to negotiate option doesn't appear.
