Nest Thief Broken?

The prerequisites of the Nest Thief building (+1:food:+1:yuck:, provides eggs) prevent it from ever being built.

It requires the Scavenging technology and Poultry in the City Vicinity. (I've learned through experience that "City Vicinity" also means it must be connected and improved, or at least it must also show up in the city's resource box.)

Scavenging reveals Poultry and also allows "Build Scavenging Camp". However Poultry is enabled at the Poultry Domestication tech, so even though the scavenging camp is the correct improvement, Poultry cannot be sent into the resource box before Poultry Domestication.

The Nest Thief becomes obsolete at Poultry Domestication.

Is this WAD, WIP, or simply overlooked?

I would guess it's an oversight, poultry was probably enabled at scavenging when the nest thief building was designed.

I've multiple times requested a functionality that allow buildings to require a bonus in city vicinity that does not care whether it got the appropriate improvement or not.

The easiest way to fix it would be, as you said, to enable poultry resource at scavenging tech.
 
It's been brought up before. But the maker of the building wasn't around then. Now he has some serious RL issues he's dealing with. If anything the building needs disabled.

Ok. I just put this on my short list of tasks, just after the building prereqs improvements requested. Will probably do them both at the same time since it's all similar interactive stuff.

Why? Im not changing anything existing. Just adding a new prereq type. Seems it could be usefull in certain circumstances.
