New Apostles always generated with same promotion

Everything seemed to work fine, promotions changed with each new Apostle. Around turn 260, Apostles always generate with the same promotion (Medic). I also have captured the city with Mont St. Michel, so they are also automatically promoted to Martyr.

The last 6+ Apostles I have generated, all have the Medic promotion. From other threads, I've read that the promotions should cycle through all types of promotions. There should never be a long sequence of Apostles with the same promotion.
 
I was concerned, that I was only being offered, 2 or sometimes 3 options for the Apostle promotion, and with little variation. Now I have noticed the scroll bar, and you can choose from about 9 or 10. I couldn't say if this is all of them or not.
 
For at least 6 successive Apostles, I was given a single promotion option. I captured the city containing Mount St. Michel, so one of the normal two options was already activated as Martyr. All six or more Apostles were given the option to apply the Medic promotion.

There is a Religious CS that allows the full list of Apostle promotions while you are its Suzerain. This is probably why you can select any Apostle promotion. I did not have this CS in my game.
 
As I understand it, the available Apostle promotions are supposed to cycle so the player will eventually get the promotion he wants by building at most n Apostles where n is the number of unique Apostle promotions. The observed behavior of always getting the same (Medic in the case I mentioned above) promotion is contrary to the promotion cycling mechanism.

If one looks at the game save referenced by a link in post #2, you should see a large number of Apostles that can only take the Medic promotion.

I don't know whether the new patch fixed this issue, but I rather doubt it.

There is a simple explanation for this (which results in a potential exploit).

When offering promotions to Apostles, the game does cycle through all the available promotions but it only counts those that you have actually taken (not those that were previously given as options that were foregone or haven't been selected yet).

Also, even if you have Mont St. Michel, one of the two promotions can still be the Martyr promotion, in which case that isn't offered and you only have 1 option.

So if you have already taken all of the Apostle promotions once except for Medic (and possibly Martyr), then you can create 100 Apostles and they will keep getting the same option.

The exploit is to use this as a way to keep generating Apostles with a given promotion you want, like Debater. For the first several Apostles you create (including the 2 you use for extra beliefs and the 1 to launch an Inquisition), you choose the CRAPPY promotions. Once you have chosen each of the promotions except the one you want, then spam a whole bunch of Apostles but do NOT take their promotion yet. Only once you've built enough that you want, will you have all of them take the promotion. In one of my games I ended up with a dozen Debaters (without Yerevan) this way! :)
 
Halcyan2, thank you very much for explaining this odd bug! Your explanation makes perfect sense! Not sure how the developers could have allowed such an exploit to exist. They should be tracking all promotions as opposed to just those specifically chosen by the player.
 
I haven't had it not happen since the new patch. Every game I found a religion my apostles start running out fast until they have no options left.

Do you mean you get no Promotion options on your later Apostles? That is simply wrong, in my opinion.

Yes, this is what I mean. It was supposed to be fixed in the latest patch but I played multiple games with Poland and it happened in each one.
