New city with 4 citizens?

I don't know what I'm missing. But, I just founded a new city as the Cree and it started with 4 citizens. I have no idea what caused this. I mean, I like it.

Any clues? I can answer some questions that you all may have later when I get a chance.

How late in the game was this? I think maybe cities started in later eras start with more citizens

Did you start in the Ancient Era? Because later starts will give you larger population off the bat.

One of the governor promotions or wonders I believe has an attribute where any founded city starts with +3 population. I remember seeing it but forget on what

There is a dedication that has this effect.

This. Did you take hic sunt draconis? Gives +3 population to cities founded on a continent besides your capital

Thanks for the replies people. Sorry for the delay in responding. Hic sunt draconis sounds familiar. I'll have to look around in game to see what dedication I have. Assuming it shows up somewhere.

And it was a normal game start. I am around the year 1400ish.

Just found the golden age dedication section. And, yes, it was the Dracones one. +3 pop for a city not on your original continent. Thank you all.
