Interesting implementation. My first impression is that it is a cross between Civ2 and Colonization (in its use of terrain-buildings relationships). The tabulation approach seems to minimise micromanagement allowing more focus on the strategic aspects. There's a bit on a learning curve for me on this one but it certainly looks promising.
