[BNW] New civs to a pre-existing save?

Hi, it the beginning i must say that English isnt my language, so dont worry about my grammar mistakes.
I'm trying to add new civilizations to my previously created game with WB. When I load my map there is no one civs and cities, just empty map. I use yet not another earth map pack and ynaemp 43 civs. In WB i have selected mods. So, what should i do?

World builder is a map editor/creator, not a game save editor. There was an attempt sometime back to create a saved game editor, but I don't think it got very far as the .Civ5Save file format is undocumented.
