New Game Freeze at Initializing

I am currently running the most recent patch of BtS w/o Steam.

I have recently installed RoM Megapack and FFH2 as well as various custom script maps.

The problem arises I attempt to begin a new game, during the initial load screen which shows the game hints.

It has been freezing during 'Initializing.' This occurs on every map size.

EDIT: I did a little more testing and found that this error only occurs when using the PerfectWorld custom map script or while using the RoM Megapack. However I am able to run the PerfectWorld map multiplayer, however it freezes during single player.

Is there anyway to resolve this issue.

i am haveing the same problem only with a different mod right at the end of the Initializing it crashes on a steam version of civ 4 bts
