At 16:30 in the video the Firaxis rep specifically excludes city states. Other Civs only.

But it says major "and minor" civs... minor civs=city states in civ 5

Hmm this is interesting. She was very clear in saying "not city-states." So maybe the victory condition changed since the build of the video, or maybe she's mistaken. I was momentarily intrigued by what else a "minor" civ could be, but I don't think there's anything there.
 
I doubt it. If we had some sort of minor civ system, we'd know of their existence by now. Even if it was a minor hint. We don't, and nothing indicates it. As far as I know.

Technical wise, Minor Civs have been used as the behind-the-scenes name for City States.

Odd, she said they've "never done a religious victory before", though that's kinda what the Apostolic Palace from IV: Beyond the Sword was :p I mean, technically it was a diplomatic victory, but it was heavily religion-based.

Nice to see them talking more about religion, though I'm not seeing a whole lot of new information here, besides the specific conditions for religious victory (which conflicts with the UI shot we saw before?).
 
If I heard it right, in the video she said "civs AND city-states", so this fits to the screenshot
 
Hopefully without Sarah. If she is in, I am pretty sure we will hear "love", "oh my gosh" and "cool" at least thousand times.
Oh my god thank you. Listened to the rocketbeans interview on the way to work and it drove me completely up the wall. One exchange that hurt me was "Oh I looove Barbarossa, he's such a great character" "oh? Vhy iz he famous?" "Oh uhm I don't know, something about religion, but isn't he great?"
 
This has become annoying to hear about the UNSTACKING THE CITIES since the announcment of Civ VI.

Really, this seems almost all they can tell us about the new game.

Unstacking the cities - I am sick of it. Sorry.
