I think it must be Ivan III, who united a lot of smaller states back in the 15th and early 16th century....the first russian emperor...I don't quite understand: you mean like the first czar of the united russia (so it oughta be the same then right?)
Actually Tsar and Emperor are different things. There must be two different persons, and you must wruite, who of them was the first tsar and who was the first emperor.Ivan III was the first Prince of United Russia, but not the Tsar (or Czar).
WELL DONE GOD!!! the correct answers are: 1st Tsar - IvanIV the terrible and the first emperor - Peter I the Great. God was the first who named them BOTH. But I'm a bit surprised with his "or is it Ivan3" the emperor title is considered to be higher than tsar title, so how was it possible for Ivan III to have the title of higher rank than Ivan IV did?

then I'll just ask again from Russia we once again move south to the Arabic peninsula. The domination of which culture of Mesopotamia could be seen as the actual end of the Mesopotamian high-cultures. (I'll take two different answers as the right one for reasons I'll explain later)
