I have noticed that there is no variation in civ beteewn land and water. That is to say, there is no ICE.
This terrain would essentially have the properties of water (ground units cannot cross, ships sink in) but also prevent most ships from passing through. Only units with a flag allowing them to cross this terrain (e.g. 'Can Cross Ice') would be able to do so.
I was thinking in terms of Nuclear Subs that can travel beneath the Ice (and launch Tactical Missiles from there).
The reason why I am requesting a whole new terrain type and not just the availability of new terrain properties is because Civ3's Terrain, like Civ2's, is hard-coded (i.e. you can't add more and their respective types --land/water-- are unchangable).
Although you could add the flag, 'Ice' which means that only units with the 'Can Cross Ice' flag could enter this terrain --this would be primarily for scenario purposes as it would be redundant in the core game.
The presence of Ice squares in the Arctic (on Earth maps) would prevent ground units from crossing between continents by going through the arctic.
This would also give Nuclear Subs a major advantage --which they have-- and designate certain ports usable only by subs (e.g. Murmansk) --I know Murmansk can also take in ships in Summer months, but Civ3 is not that specific.
Just on the side: it would be very realistic and strategic in month-based scenarios if things like Ice cover were taken into account based on seasons, but then you would need the CHANGETERRAIN Event to change Ice to Sea/Ocean and vicerversa...and as we all know, Civ3 HAS NO EVENTS --I guess a hard-coded weather/terrain change mechanism could be included into the game as an option for scenarios...).
In light of that request I'll add another: players should be able to add Terrain in Civ3 and change terrain 'type' as well.
