This mod unlocks "Developer Mode" for the game for people who are making and/or testing Humankind mods.
The main benefit is "God Mode" which basically allows you to accomplish anything you need in the game with a few clicks. For example, you can instantly research any tech or finish any production in a queue by clicking on and immediately gain population, gold, influence, movement points, or resources by clicking on the number showing how much you have of it already.
We're hopeful that this "will lead to great things'' for the game. ^^
