Here's my new and final version of Empire of the Rising Sun

Changes:
Not only the Japanese can build Transports.
Rockhampton -> Brisbane
Smaller Australian cities
Other civ. colours
Lower production of shields


If you want any more changes, you may change and publish the scenario, as long as you note, that I originally created the scenario.
