There should be more victory conditions that can be put into a scenario, like wiping out a particular country, getting a certain amount of cities, taking over a particular region e.t.c.
I think all your examples could be simulated using Civ II's objectives system, but Civ III's Victory Points system, while superior in some scenarios, doesn't always fit the bill.
Sometimes it's about controlling a certain number of places simultaneously, and it doesn't matter for how long you control them.
