The scientiests of the PPO discovered a old high-culture. As we decrypted their books, we found a revolutionary idea for a constitution we may adopt.

Code:
True democracy is the rule of the will of citizenry.

1) Citizenry takes all decisions for the running of the game. Nothing can go
   against the will of citizenry, which is to be determined by polls on the
   civfanatics forum

2) All decisions which have to be taken without asking citizenry in the forum
   have to be decided by a spot vote of all available citizens. The decision
   has to be taken in the will of citizenry as far as it is known at the
   moment.

3) The only possibility for article 2 being used is 
     a) if a popup-event takes place during the playout of a turn
     b) if citizenry approved some actions to be decided in a special
        "list of approved actions"

4) The player running the playout is determined via a COC-List, which is
   voted on during a multiple choice election

5) Government consists of the President and the vice-President. They are
   responsible for the organization of our nation, the representation of our
   country and the posting of the chat-schedules. Both are elected by
   citizenry.

6) The government can open citizen groups for specific tasks. The citizen
   elect the leader of the group in an election. The citizen group then acts
   as an advisory group which works out plans and organizes polls on the
   speciffic issues of the group. These groups can be closed and opened at
   any time by request of citizenry.

7) Provinces are defined well before expansion, and the provincial governors
   are chosen by election. These governors have the responsibility to
   organize and run a citizen group for the province. This group determines
   the build queues and has the resposibility of gathering information on the
   province for the citizenry.

8) The elections for presidency and COC are held at the 29th of every month,
   the elections for the advisory and provincial group-leaderships on the 15th
   of every month.

9) Any official can be put out of his office by a normal citizen poll at any
   time. Immediate re-elections for the vacant positions then take place. All
   playing is stopped till the office is reoccupied.

10) Polls must last for a minimum of 2 days.

11) These articles can be changed with 2/3 approval of a citizen poll

12) Additionally to the articles, the citizens can set up standards to define
    things in more detail at will with normal citizen polls. They must not
    conflict with these articles.


Example for a "list of approved actions"
* unit movement
* worker assignment
* citizen management
...

Where did the departments go?
They exist as we have them now, except the leaders loose their special decision power to the citizenry.
Example:
There could be a "domestic advisory group". The leader of this citizen group(!) will be elected. The group then discussed and works out plans for their area (domestic issues, specified on founding the group) and puts them to citizen-poll for ratification. The leader of the group is responsible for organizing his group-thread and posting the polls.

I know this is minimalistic, but do we really need more?
I think we could trust in the self-organization tendencies in the forum.
 
Hmmmm.. I think that's what the Senate is for, to represent the people on those issues that are of importance to them. I don't know how many citizens there are exactly, but an "on the spot" vote seems kind of a hasle. There could be a province governor and a province representative in the senate and he can enforce the will of the people, I think it's less messy that way ...anyway, just rambling here

I don't want to shut up forever, so I guess I will respond ;-)

Question: How is #1 and 2 different from our current government? Are you implying that ALL decisions will be made citizenry? For example, are all worker movements to be determined by citizenry?

I think your idea to base government job functions on need and time frame versus the current statue method is very intriguing, and worth exploring further. I do wonder though if in practical application it would not result in just the same set up we have now. For another example, I cannot forsee ever closing the committee on Military or Domestic policies.

Please describe further how your idea will practically provide more power to the people.
