I really like the concept
I think itd be more interesting if the map was designed like a town and High School. I don't mean you have to change the graphics, but have things like impassable mountains be a wall.
Also instead of having a gymnasium improvment, go smaller scale, like exercise equipment or a pinball machine.

Yes, that was the base concept. I wanted mountains to be buildings, which were impassable and the grassland a sidewalk or pavement.
There is a gymnasium improvement, it is a renamed barracks.

BTW, did you use king units for the units that the civs can make? Do they have combat animations?

this is a great scenario. You should add wealth in to the game again. without it you lose money pretty quick. otherwise a great scenario

I was planning on adding an adult civ, unplayable and the kids can uprise against them

The Ghetto people should start out with no advances, and if this is a C3C scenario, they should be unable to research advanced technology. They should also have weaker military units(all bark no bite) and lazy workers(never show up to class; 1/4 of them rascist). Then again, this is only how most ghetto people are at my school. It may be different at other places.
