Ok, here I go.

There should be a Black Operations tech. Say after researching this tech you now have the ability to perform Black Operations (Black-Ops). Operations that cost say 5000 gold. You have the ability not to sabbotage production but to destroy it. Say I pay 5000 gold to send troops to a certain city in another civilization that I have a spy in. I tell them to blow up the hospital. If successful then immediatly( same turn ) no more then five citizen die and the hospital needs to be rebuilt. And until it's rebuilt citizen will continue to die until a surplus of food is restored and the city will not grow until the hospital is rebuilt or it drops below 12.

Same rules apply has with other spy tactics already in the game. No wonder destroying small or big, because a wonder would be to heavily gaurded.

5 things could result from your attempt.
1. You are caught and war is declared.
2. Your attempt failed and you were not found out.
3. Your attempt failed and you were found out.
4. Your attempt succeeds and you are not found out.
5. Your attempt succeeds and war is declared.

This will help spend all that gold that is saved late in the game. Just an idea. Let me know if that would not work.
 
Sorry, but this seems to be almost the same as the espionage options. So, no added value to the game, as far as I see it.
 
I agree with Bello, but I would like to see Black Op/ Spec. Ops. I've been formulating an idea which I will propose in the near future.

That being said, there is another option in "TheTruth"'s list.
You are found out and no war is declared. The enemy decides to not to make a declaration of war.

its almost the same, but yet it is quite different and more useful at the same time. with the espionage screen, you can only force a city to restart production on whatever improvement or unit the city was working on. with his suggestion, you could actually go into a city and destroy an improvement thats already there.

something like this would be extremely useful for taking out a sam site before an airborne attack or taking out a harbor in the one enemy city on your continent (which happens to have oil) to cut off supplies while you are planning an attack.

i wouldnt want it to cost quite that much though... as it is i hate how expensive the espionage missions are for (in some cases) how little they accomplish even if successful.
 
I think streamlining how things currently work is fine enough. Espionage and that sort of thing was never big in history, and shouldn't be a focal point of a game trying to simulate history.
 
didnt i read the exact same thread yesterday about this anyways its a good idea but needs to do it like this

take the espinoge thing in Civ3 and then add the black ops idea(basically adding more things to do) also make sure to keep the embassy thing like it is as it should be like that
