New to this mod, quick question about Terrace Farms

Just got mod, started a game up as Inca, I noticed you can build the terrace farm on flat tiles, not "only" hills, and it also connects luxury resources, is this working as intended or is it a bug? Thanks.

Also noticed this with the mint.

I wish we could simply make terraces buildable on any hill. This option sadly does not exist. If we discover a great spot for a terrace farm surrounded by mountains, but it has sheep on the tile, we can't normally build there. The terrace is better than a pasture but blocked by the sheep. We have two options: terraces can build on resources, or not at all.

I'm willing to change back to no terraces on resources if you think that's better. I will also search the files to see if BNW made the "any hill tile" option possible.

The mint tooltip is definitely a bug, and I fixed it for today's v3.2.2 update.


Edit: I just realized a solution to the terrace farm puzzle. I can move sheep away from mountains near Incan start locations before the game begins. This will avoid the sheep problem without needing to change the terrace. Thank you for asking this question! I wouldn't have thought of it if you hadn't brought it up. :)
 
But it won't help if the Inca colonize far away continents ;) That's okay though, I definitely prefer that to "buildable on all ressources" (also true for Kasbah's I think?)
 
I played a game with the Incas and the terrace farms on resources was very nice when buildable on a hill near a mountain, but not very usefull when buildable on a plain resource. I have not understood how/when the farms add food and how much of it, but my 3 cities in the middle of mountains, with the +surplus food beliefs and aquaducts were dwarfing all other civilizations cities in terms of population.
 
Can't you make it so it only improves some resources? And then disable all resources that can't spawn on hills. You would still be able to build terrace farm on those resources when they spawn on flatland, but it's a step in the right direction?
 
Two more things. Not sure if this is fixable, workers on auto, replace terrace farms with luxury resources with the respective building. I had a worker go back and replace all of my terrace farms, was a little annoying. also is there any way to have culture borders prioritize hills for the Inca. I had some excellent tundra Hills but it took a really long time to get to build farms on them. sorry for any typos I typed this on my phone.
