New tutorial on how to get art permission (and where to find good art)

It's written up as a joke but it should be informative: 10 Essential Tips for Obtaining Great Artwork with Permission. I'd like to compile a list of good art resource sites at the bottom of the post, or possibly other relevant information. But there is a lot that I don't know. If folks post good info here or in the tutorial thread, I'll compile it into the OP.
