Top unit, SM, I love it!

Any thoughts on how can we mod this in so that the AI will build it? If it comes before Destroyers but is more powerful. it might prevent the AI from building any Destroyers at all. Assuming the resources are available it seems to just choose the biggest 'bang for the buck' around at the time.
