New Units

I have been trying to install a new unit named raider which i downloaded frm here, in civilization3 but during the game wheni try to produce that unit it says error in ini file.

Also in the edit screen in the civedit tool can i increase the strength or defence points of any unit and would it work or would i have to edit some other files as well?

"error reading INI file" is exactly what it says , any one help????????

the spelling of the .ini file, folder name and in-game name all need to match.
