New ZOC mod... Need ideas...

I want to make a mod to stop the reckless pillaging that both I and the computers do to the landscape while easily bypassing defending units along the way.

With a checkerboard based game like this it is just too easy to sneak past defending units and pillage improvements. Forts have been rendered absolutely useless. It is impossible to make any sort of line of defenses. Please let civ 5 be a hex based game... ;)

I feel that moving from one space that is adjacent to an enemy unit directly to another space adjacent to the same unit should cause a % of damage to the moving units strength. I was considering a 10% hit for each such move.

I think this would promote a defensive line to limit enemy movements. we may even see "fronts" develope along border areas.

I am not sure whether the computer would be able to adapt to this new concept. However I think the computers would benefit to some extent because humans use a lot of sneaking about tactics.

I think this is totally realistic as units that move behind enemy lines have supply problems and would take casualties due to moving in proximity of the enemy.

The problem is I have no idea whatsoever of how to program this type of change. I am only capable of working with xml files and haven't seen anything in them at all that would help in this instance. Anyone have ideas or input on this idea?
 
I got this idea when I was watching the history channel... maybe it would be possible to make it impossible to pillage improvements within the cultural borders of a city containing a castle.
 
Castles were used historically to protect population and vital needs of the govt and people. The were also used as a point where friendly troops would sally forth and harrass enemy units and supply lines.

The problem is in the game scale we are playing on each city acts more like a province or possibly an entire country. One castle should not protect the entire countryside. I do not want to eliminate pillaging as a tactic altogether but I want to make it more difficult and risky to roam in enemy lands.

I was thinking of making fortresses either stack on top of or act just like mines, farms, etc. when stacked on top of resource spaces... In this way you could atleast protect vital resources better in the game and limit some of the razing...

I would still like to apply the Zone of Control idea to the game however as this is a more realistic solution.
