Newb Qs--How do I...?

Sorry--total newb questions...

1. I wanted to change the Greek World mod so that all Civs would be selectable, so I went to CivilizationInfos and changed all civs to Playable>1<. Unfortunately, when I loaded the Mod up again, only the standard three civs were selectable. I must have missed something?

2. Which files do I need to modify to change a) the tech rate, b) the total number of turns and c) time (in years) per each turn?
