Newbie pbem diplomatic screen question

General pbem newbie question:--

On my diplomatic screen, it says the Germans are annoyed with me.

Is this anything to do with the Germans, or their (human) player?
And if so how do I manipulate how my leader's attitudes appear to others?

There is a way to show which face you want to show to your human opponet, but I don't recall what it is. I think it was on the diplo screen tho.

Poke the button next to the leaderhead that says polite, annoyed, cautious, or something like that for human players.

For AIs, no, you don't decide the attitude, the AI does.

I see no buttons next to any leaderhead.
I'm playing pbem, in case this makes a difference.

We never even paid any attention to that in pbem games. We had emails to talk directly to other players. You have to judge their replies as best you can to see if they seemed to be factual representations.

Players were/are from all over the world in that game, so it was not exactly a fast turn around.

I think it does, because hot seat doesn't have it, and the only ones that do (that I've played) are the real time ones.
