Newbie question re: aircraft transport

I'm new to civ2--never played civI, but I have spent some time in the past few weeks with civ2 (got Multi-player Gold, for $7.00 off Wal-Mart clearance shelf). I won at Warlord level a couple of times, so I "graduated" to internet scenarios (i.e. ww2pac, wwiijap, etc.), but I cannot seem to find the answer to transporting my aircraft from U.S. west coast to Hawaii, Australia, etc.
It looks as if I can load them on transports, but I have not, as yet, been successful (I keep "running out of gas" and losing my planes). I have no problem loading to carriers, but how do you get them to Australia, etc., otherwise? Do the fighters have the range? Is there a secret that I am not aware of? There are several other 'nitnoid' questions that seem to always come up, but are never covered by the "pull downs" and "tech trees."
Second question: Is there a written set of rules? Is everything learned by trial and error? I have exhausted all of the "pull down" menus learning about terrain, improvements, advances, etc. But, where are the rules governing the manipulation of units, etc.? I can read! If I knew where the manual library is, I could study, myself. There was no study manual with my game.

Transports are for land troops only. Planes can only be carried by aircraft carriers. They do not have the range on their own to get there unless they have airbases to land at to refuel along the way and even then you may have to have an aircraft carrier to get across the larger bodies of water.
