Newbie question

I read the FAQ but couldn't find the answer.

I have the tech to produce cruisers and the like, but I can't actually build them anywhere. Why??

Is this something to do with strategic resources?

You can only build cruisers if the city is next to water, you have the tech, and the city is connected to a supply of oil.
