Bug fixes
1. Kotoku-in wasn't creating a Nihang.
2. Removed Kotoku-in alternative requirement for Nihang's Lahore promotion because it doesn't work.

Tweaks.
1. Added ignore terrain movement penalty to +1 movement promotion.
