Nihang not always affected by Great Generals (CLASS_ALL_ERAS)

I have 2 Nihangs but only one of them is affected by the same Great General. They should be affected by Great Generals regardless of era. I'm pretty sure I bought both Nihangs in the same era because I always buy multiple in the same turn. I have no other Great Generals within range.

Nihang on the left: No +5 CS and no +1 movement from Great General. *This Nihang has the +1 movement promotion that's why it has an extra movement.

Nihang on the right: With +5 CS and +1 movement from Great General.

This also affects other units with CLASS_ALL_ERAS tag because I've also noticed the same problem with Vampires. I made a mod to use CLASS_ALL_ERAS with Warrior Monks and the same problem happens with the Warrior Monks. Some Great Generals works, some don't and I don't see any pattern.

Yup. I am thinking about creating a comprehensive solution for those Units. They are so badly implemented
