Ninja Attack

My Ninja's seem to be unable to attack opposing cities. Why is this?

This is the 'Sengoku - Sword of the Shogun' Conquest game, no unusaully variant, mod. etc.

You can only attack cities with your Ninjas if you are at war with the civ your trying to sneak attack.

Yep...that seems to be the case. Shame that it's not possible to wage a 'secret war'.

I'm still being sneak attacked in my owm cities, even though I'm not at war...

You can use your ninja to attack unit fortified in other cities, you just can't capture that city with a ninja.

Firaxis has introduced a double standard when it comes to Hidden Nationality units. The AI can attack your cities, you can't attack theirs, unless you are at war.

Because they didn't mean to. It's a bug.

you can use your Ninjas to stealth attack Damyo.
You can simply sent a bunch of ninjas to enter AI border and try to get to their capital.once the ninjas are within their capitals three grid area, declear war on them and swep the ninjas to attack th damyo. i've once used this tactic to win Conquest.
don't worry about Warrior monk because ninjas have Hidden Nationality and they can't force you to get out of their border

I always like to send a ninja out on a little trip around the other nation's land and just take their workers and send them back to my homeland. AI never knew anything so they stayed at peace with me.

So, you cannot attack a city with just one unit foritified in it.

You can capture the city!!!!!!!
I 've done it when I sent a lot of ninjas besides the cities of my rivals, then I decleared war on them and I got four cities in that turn without breaking a RoP
